The Office of Head Start (OHS) relies on the Head Start Enterprise System (HSES) to oversee grant recipient organizations and program operations nationwide. But aging technology, complicated workflows, and usability barriers made it harder for users to access, manage, and report the information central to that work. Behind the scenes, outdated frameworks added security risks and maintenance demands. OHS needed to strengthen the platform while keeping essential operations moving. Working as part of an integrated delivery team, Systone helped modernize HSES through coordinated improvements to its technology, user experience, accessibility, and ongoing support.

CMS EQRS Scoring & Feedback

Measuring dialysis care depends on more than collecting data. It requires turning that information into accurate, timely results that CMS and providers can trust. But the processes behind quality scoring relied on disconnected spreadsheets, Microsoft Access rules, and manual data preparation. Bringing information together took weeks, while complex workflows made validation, updates, and repeatable results harder to manage. CMS needed a more dependable foundation. As a subcontractor to Flexion, Systone helped modernize Scoring & Feedback within the End-Stage Renal Disease Quality Reporting System (EQRS), supporting quality reporting for more than 8,000 dialysis facilities.

CMS Web Experience and Content Management Services

Millions of people turn to the Center for Medicare and Medicaid (CMS) websites to understand their health care options, find information, and make decisions about their care. Behind those visits is a network of websites, tools, and data portals that needs to work together. But CMS’ digital portfolio had grown across different technologies and content environments. Aging applications and proprietary platforms made modernization more complex, while inconsistent experiences created opportunities to better serve beneficiaries, caregivers, providers, and CMS staff. Through Web Experience and Content Management Services (WECMS), CMS set out to modernize that portfolio. As a subcontractor, Systone helped lead the product and delivery teams moving that work forward across Medicare.gov, CMS.gov, and related applications and data portals.

CMS Modern Claim Adjudication Development Services

Medicare processes more than one billion original claims every year. The technology behind those claims has to interpret complex policy, exchange information across multiple systems, and keep payments moving accurately and reliably. But decades-old claims processing systems made change difficult. New policies could require costly modifications across tightly connected legacy technology, with change cycles measured in years rather than sprints. Modernizing those systems meant changing how Medicare processes claims without disrupting the systems already doing it. Through Modern Claim Adjudication Development Services, or MCADS, CMS set out to build a more adaptable foundation for claims processing, one that could support immediate needs while creating a path toward broader Medicare modernization.

Applying for federal funding is already complex. Understanding the opportunity itself shouldn’t make it harder. Notices of Funding Opportunity, or NOFOs, often asked applicants to navigate dense language, inconsistent structures, lengthy requirements, and information written around government processes rather than the questions applicants actually needed answered. HHS saw an opportunity to rethink that experience. Through SimplerNOFOs, the Department set out to make funding opportunities clearer, more accessible, and easier to act on without sacrificing the policy, regulatory, and program requirements behind them.

## A Process Built Around Paper, Not People Appealing a Healthcare Marketplace decision shouldn’t mean navigating a maze of paperwork, disconnected channels, and uncertainty. But appellants had no wayto see where their case stood, provide additional information, or know what came next. That meant more calls for answers,document request & submission via fax, more manual work for CMS teams, and more friction at a moment when people needed clarity most. CMS needed more than a digital version of the existing process. It needed a better experience—one that gave appellants confidence and CMS teams room to focus on the mission.
